ONE
On the occasion of a physical meeting of the Council, rather than that which may be conducted via the Internet, e-mail or telephone, Roberts Rules of Order shall govern the parliamentary proceedings of ISRA. The order of business shall be:

  1. Roll call
  2. Reading of minutes from previous meeting
  3. Unfinished business
  4. Reports from officers
  5. New business

TWO
All ISRA Council matters that come to a vote shall be conducted either via the Internet by forum or by e-mail, or in person. A vote shall be considered carried when a majority of Council members have affirmed it. Council voting shall be open for a period of not less than seven days nor more than fourteen days for votes conducted via the Internet by forum, or by e-mail. The Secretary shall record the issue of the vote, by whom it was proposed and seconded, the number of votes received, the outcome of the vote, and the dates the vote was opened and closed.

THREE
All bills must be reviewed and approved by the Council before they are paid. The ISRA treasury and its associated records shall be maintained according to Generally Accepted Accounting Principles and in accordance with the laws of the United States of America. Records of any and all ISRA fund collection and disbursement shall be available to the general membership only to the extent required by law.

FOUR
All applications for membership must be made to the Secretary. Applications for Associate Membership must include the name of the sponsoring Full Member. All applications not submitted through the Internet must be forwarded by the ISRA-Constellation liaison to the Secretary in a timely manner.

FIVE
There shall be no charge for membership in the ISRA. Funds shall be raised through approved measures such as sale of ISRA merchandise, through donations, or other fees based expressly upon a "member's choice" protocol, that is, that each member has the choice to purchase optional goods or services, or forego said goods or services.

SIX Only Full ISRA Members shall be eligible to serve on the Council.
